Yes, it is legal. not exactly the best idea, but it is legal. look at mail trucks. they can be owned by civilians (i.e. not government employed postal workers). But I believe it is not something that is all that common (otherwise car companies wouldn't have to rework cars from Japan and Britain).

It is legal to convert your car to RHD, but it is not legal to purchase one and drive it here. Only a small amount of cars are allowed to be registered and used in the US (Im talking like 100 licenses to register in California) You cant sell the car in the US because of it being a gray market car. Your cars official worth is $0 to the insurance company.
