lets say for instance a 96 or 97 civic gets a front end conversion into a 99 civic. are the only things that are taken off and put back on the fenders, front bumper, and headlights. basically im asking this outta curiosity. like can an average joe just take off his old fenders bumper and slap on some 99 fenders and bumper without and mods done to it. same for the 99 headlights. will this fit right on in with the other new stuff?

No. You cant just start plopping parts left and right from different model years. You would need an entire front end. Fenders,headlights,hood,bumper and bumper support,radiator support, and it still may not even fit.

like mentioned above, you need:
fenders
hood
headlights
front bumper
grille
radiator support is not necessary, but minor modification to the bumper cover will be required to fit the 96-98 support.
